Movilidad transfronteriza, planeación y gobernanza en la frontera México-Estados Unidos: Procesos y resultados.

El objetivo del artículo es analizar los procesos de planeación y gobernanza de la movilidad transfronteriza en la frontera México-Estados Unidos (EUA), y los aprendizajes basados en los resultados de dos proyectos recientes de puentes internacionales. Se analizan dos proyectos: uno es un esquema tradicional basado en la cooperación intergubernamental de un puente internacional en la zona de Guadalupe, Chihuahua y Tornillo, Texas; el otro es un esquema de asociación público-privada (APP) para facilitar los cruces fronterizos en el aeropuerto de Tijuana. El diseño de investigación es un estudio de casos. La meta central es hacer una comparación de dos modelos de gobernanza basada en el análisis de redes sociales para entender el rol que juegan las características específicas de la red en la decisión de la estrategia para lograr la meta de la producción de bienes colectivos.
