Soluciones al problema. La gestión de la seguridad pública en palabras

La premisa de este artículo es que tanto los problemas sociales como sus soluciones (intervenciones) son construidos socialmente, y que la validez de éstos depende en buena medida del poder de la persona u organizaciones que activamente los fabrican y los sostienen. El artículo analiza la construcción de las diversas soluciones al problema de la delincuencia que favorecieron los presidentes mexicanos Ernesto Zedillo (1994-2000) y Vicente Fox (2000-2006), que encabezaron las administraciones más cercanas a la transición mexicana a la democracia. A través de un análisis sistemático de sus discursos se concluye que algunas de esas soluciones pueden ser explicadas por las teorías y los conceptos criminológicos que diversos autores han desarrollado en otros contextos, principalmente en el caso del presidente Fox. Este periodo de transición puede significar una incipiente tendencia en México hacia el diseño de intervenciones de control y prevención del delito de características posmodernas.
